Kolkata: The constitution of the Legislative Council in Bengal has been approved. The Bengal Assembly on Tuesday passed a resolution regarding the creation of a Legislative Council in the state under Article 169 of the Constitution. Now for this to be implemented, it has to be passed by both the houses of Parliament.
The Bengal Legislative Assembly voted 196 in favor of the resolution introduced in the House regarding the creation of the Legislative Council, and 69 votes were cast in opposition. During the voting, 265 members were present in the House.
West Bengal Chief Minister Mamata Banerjee had promised to constitute a Legislative Council in the state during the Bengal Assembly elections. The assembly session in Bengal is going on from July 2.
There are a total of 294 seats in the Bengal Legislative Assembly and if the Legislative Council is formed, then it can have only 98 seats. This is because the number of seats in the Legislative Council cannot exceed one third of the total number of seats in the Legislative Assembly.
The proposal to form a Legislative Council, introduced in the assembly by the Mamata Banerjee government, has been passed, but now it will have to be passed by a majority of both the houses of the Parliament i.e. Lok Sabha and Rajya Sabha. In this way, the Legislative Council cannot be formed without the approval of the Narendra Modi government at the Centre.
