However, it is interesting that the results of the investigation of this encounter are also almost certain. At least the old records are pointing to this.
According to a report by the Indian Express, after the formation of Yogi Adityanath’s government in March 2017, on police records, 119 accused have been killed in such encounters, including Vikas Dubey in Uttar Pradesh. Out of these, 74 magistrate inquiries have been completed. In all these, the police has got a clean chit and the court has accepted 61 reports filed by the police.
Records show that a total of 6145 such operations have taken place and 119 accused have been killed and 2258 injured. 13 policemen have also been killed in these operations. This number also includes 8 policemen who were martyred in Kanpur last week. At the same time, a total of 885 policemen were injured.
In December last year, the Supreme Court ordered an inquiry into the case of the encounter of four accused of raping a 26-year-old doctor in Hyderabad under the supervision of former Supreme Court Judge VA Sirupur. In that case also, it was said on behalf of Telangana police that the accused were trying to escape after snatching arms from the police, and then they were killed. It has been 7 months since the incident and investigations are on.
Talking about UP, the Supreme Court had said that the encounter in the state was a ‘serious matter’ in January 2019. The Supreme Court’s remarks came during the hearing of a petition by the People’s Union for Civil Liberties. In this petition, the list of 1000 encounters was submitted to the Supreme Court, in which more than 50 people killed. The case was then heard four times between July 2018 and February 2019. However, after that it has not been listed for hearing yet.
On the occasion of Republic Day last year, the UP government had talked about counting the number of encounters as its ‘achievement’. Letters were also sent in this regard. These letters were also sent to the District Magistrate in the state, who usually has to play an important role in the independent investigation of the encounter by the police.
