Because Punjab Chief Minister Charanjit Singh Channi was not present at the virtual meeting of the Central Election Committee (CEC), the committee postponed its second list for the time being because there was no unanimity on roughly 20 of the 31 tickets that the party had still to announce.

Even though nomination filing begins on Tuesday, the Congress will be unable to announce candidates for all 117 constituencies as a result of this. According to sources, the CEC was informed that Channi was unable to log in owing to inclement weather.
The CEC then created a four-member panel, with AICC general secretary (organisational) KC Venugopal, veteran leader Ambika Soni, chief of screening committee Ajay Maken, and AICC incharge Harish Chaudhary as members.
The committee has been instructed to speak with Channi about the remaining seats and get his feedback. Without going back to the CEC, the list would be public.

While the party has resolved to withdraw existing MLAs Tarsem Singh DC from the Attari (SC) district and Satkar Kaur from the Ferozepur (rural) district, there has been no agreement on other MLAs whose tickets have not yet been published. The party has decided to run Ashu Bangar, a former AAP leader who is now a Congress leader, in Ferozepur (rural). AAP gave him the ticket, but he only recently joined Congress.
