The Uttar Police squad was awarded a clean chit by the Judicial Commission to examine the Bikru case in Kanpur and the encounter case of gangster Vikas Dubey. According to the committee, there is no indication that the meeting was staged. Dr. BS Chauhan, a former Supreme Court Justice, led the judicial panel. At the same time, the committee included retired High Court judge Shashikant Agarwal and former DGP KL Gupta. On Thursday, the UP administration submitted the panel of inquiry’s findings to the legislature.
The inquiry found that Vikas Dubey and his gang had the support of local police and revenue and administrative authorities in Kanpur, according to the 132-page report. Vikas Dubey had previously received notification of the police raid on his home. Vikas Dubey’s name was not included in the top 10 criminals of the circle because of his connections with officials, even though 64 criminal charges were pending against him. Aside from that, the cases filed against him were never thoroughly investigated.

According to the commission’s investigative report, no one from the public or media contradicted the police side of the story or the facts around the event. Even Vikas Dubey’s wife did not attend in front of the panel. In its 132-page inquiry report, the panel also made numerous key suggestions involving police and judicial reforms.
Among these is a suggestion to establish a police commissioner system in the state’s major cities, such as Prayagraj, Agra, and Meerut. In addition, it has been proposed that the burden on the police be reduced, that modernization is prioritized, that workforce is increased, and that law and order and investigation be separated.
The commission has also suggested a comprehensive guideline addressing police raids for the arrest of prominent offenders. It should be clearly stated in this guideline what preparations the police must do before the raid. Meanwhile, the Samajwadi Party has criticized the BJP administration over the study, claiming a link in the state between criminals, administrative officials, and police officers.

“The report provided in the UP Assembly makes it obvious that the police officers used to notify Vikas Dubey about the raid beforehand,” said Samajwadi Party Spokesperson Anurag Bhadauria. The Samajwadi Party thinks that there is a large link of criminals, administrative officials, and police officers in the state. On paper, the government was able to break the link, but in fact, the nexus has grown in size.”
