This move has come after the state was shut for many months due to the second wave of the coronavirus pandemic all over the country and the increase in the COVID cases in the state.

There was a huge rise in the number of coronavirus cases in the state, which led to the officials announcing to shut its operations for travelers. However, now as the cases are on a declining trend, Goa that is known for its famous beaches has opened its doors for tourists who are fully vaccinated at least 14 days before entering the state and also those who are providing a negative COVID-19 test report that is approved by ICMR labs. But travelers who stay in Kerala need to produce a negative RT-PCR test as the state of Kerala still has more number of coronavirus cases as compared to other states.
Recently, the Chief Minister of Goa, Mr. Pramod Sawant also included that new SOPs i.e. standard operating procedures for tourists are essential to be followed and compulsory full vaccination or negative RT-PCR test results travelers will only be allowed to be a part of the upcoming festivals in the state.

Also, the majority of the Goan population has been vaccinated with at least one dose of the COVID-19 vaccine.
