The Union government formed a high-level ‘Central Vista Oversight Committee’ on Saturday in an effort to monitor and expedite the project’s progress as the government rushes to meet the deadlines. Former finance secretary Ratan P Watal will chair the committee, which will also include former Deputy CAG member P K Tiwari, former director of infrastructure firms L&T.
“Furthermore, other areas of the project, such as the creation of cultural spaces and smooth collaboration among numerous stakeholders, would require constant supervision, according to the directive issued by the Directorate of Estate under the Ministry of Urban Affairs. It was said that the committee will guarantee multi-agency, multi-stakeholder coordination for seamless integration of various project tasks. According to the order, it will be required to regularly assess the pace of execution of Central Vista’s numerous projects in relation to scheduled milestones in order to ensure timely completion. The committee will convene on a regular basis and conduct site inspections in order to conduct an unbiased evaluation.

It has also been instructed to make frequent reports and suggestions to the minister. It is a major construction project in the country that would recast, rebuild, and modernise the infrastructure of the Government of India, as well as simplify and synergize administrative functions in the Central Government, according to the order. This comes as several of the project’s phases, including the PMO and the Prime Minister’s house, have been delayed. The new Prime Minister’s house and office, which is part of the Central Vista redevelopment project, will take longer to complete than the original deadline of December 2022. The PM’s house was supposed to be finished by December 2022, according to the CPWD plan. However, this is about to change.

Project execution issues necessitate cross-ministry cooperation, regulatory compliance, and good project management, according to the report. Urban Affairs Minister Hardeep Puri, Housing Ministry Secretary Durga Shankar Mishra, and top employees of the Central Public Works Department (CPWD), the project’s implementing agency, are now reviewing the ambitious project on a regular basis. The committee has been instructed to ensure that available resources are utilised to their full potential throughout project execution and that appropriate costing due diligence is performed during procurement. “It should guarantee that high standards of workmanship are maintained, and that the project adheres to Green Building elements for long-term growth,” it stated.
The new Parliament building is now scheduled to be finished by the Winter Session in 2022. By the end of 2021, Central Vista Avenue should be completed. Apart from the PMO, the Union Home, Finance, and Defense ministries will be the last to leave North and South Block since these vital departments would need to be set up in their newly-built buildings first. In addition, as part of the Centre’s proposal to extend the Central Vista axis from India Gate to the river, a ‘Nav Bharat Udyan’ will be erected on the western banks of the Yamuna.
